Agile Governance Manifesto contemporary reading: Unveiling an Appreciative Agenda

Abstract

In 2016, fundamental principles and behavioral guidelines were introduced to support the implementation of agile governance. This paper explores the evolution of Agile Governance and how these principles can enhance its implementation. We critically review the Agile Governance Manifesto and compare it with perceptions and factual information by examining our research and practice for fifteen years. The study provides a grounded understanding of the topic and presents an agenda with 12 emerging research and practice topics in agile governance. A framework is also proposed to organize these topics into two central lines, guiding future research and practice.

Alexandre J. H. de O. Luna, Federal University of Pernambuco - UFPE

Alexandre Luna is an adjunct professor and researcher at the Center for Applied Social Sciences (CCSA) at the Federal University of Pernambuco (UFPE) in Brazil. He holds Ph.D. and M.Sc. in Computer Science from the Informatics Center at UFPE, with a one-year sandwich period at The University of British Columbia (UBC), Vancouver, Canada. He founded and leads the Agile Governance Research Lab – AGRLab (agilegovernance.org) and the FREVO-Fostering Research on Management and InnoVatiOn (frevo.org); and contributes to the following research groups: NEPSI/CCSA; GP2/CIn; and TIS/Clinics Hospital-UFPE. He is interested in the following lines of research: agile governance, agile enterprise, game-based learning, innovation management, software engineering, global software development, digital health, project management, and socio-technical factors on organizational transformations.

Hermano Perrelli de Moura is a Professor of Software Engineering at Federal University of Pernambuco (Recife, Brazil). PhD in Computing Science, University of Glasgow, Scotland. MSc in Computing Science, Federal University of Pernambuco, Brazil. Electronic Engineer from Federal University of Pernambuco, Brazil. PMP – Project Management Professional by Project Management Institute. Research areas of interest include management of software projects; software process improvement; strategic planning of information systems. Acted as a consultant on various projects involving definition and implementation of processes for project management and software development.

Marcelo L. M. Marinho, Federal Rural University of Pernambuco - UFRPE

Marcelo Marinho is an adjunct professor and researcher at the Department of Computer Science (DC) at the Federal Rural University of Pernambuco in Brazil (UFRPE). He was a post-doctoral researcher at Lero - the Irish Software Research Centre at the University of Limerick. He has a Ph.D. in Computer Science (2015) from the Informatics Centre at the Federal University of Pernambuco (CIn-UFPE) in the Software Project Management area. He has a Master’s in Computer Science (2010) from the University Federal of Pernambuco (UFPE) and has a Bachelor's degree in Computer Science from the Catholic University of Pernambuco. He has been working in the Software Engineering field for 16 years. Besides, he has an interest in the following lines of research: software engineering, global software development, agile methodologies, software project management, and human and social factors of software engineering.
